Pennsylvania State medal issued to all returning soldiers from WWI, NIB, mint

Description

Offered is one of the finest mint World War State medals I have seen in a long time. It is the
Pennsylvania state medal presented to all returning soldiers from PA.
The obverse of the medal has the bust of William Penn. The words around the outer edge read:  Pennsylvania National Guard, World War.  Between the two words in the state symbol with the letters PNG.
The reverse shows a eagle flying. At the bottom is the state shield and the number 28. This is the unit number of the National Guard of PA that went to Europe.  The medal has never been issued and is still wrapped in the original tissue paper. Along with the medal is a pin back service ribbon in the original maker envelope ( Joseph K. Davison's Sons).
The medal and bar are in a original issue white box, with the makers name on the lid which in turn goes into a "slip cover box".
This is a seldom found complete and unissued set from the First World War.
